He was born to Sh. A.H Naqvi and Smt. Sakina Begum. By religion, he is a Shia Muslim. He is married to Seema Naqvi a Hindu girl on 3 June 1983. He has one son.
Abbas has a degree of Graduation with honors, Masters in Mass Communications from Brailey Ango-Verna College, Yadgar College Allahabad and Asian Institute of Technical studies. He has a Postgraduate Diploma in Media and Communication from FRI college.
Abbas became the Vice President and General Secretary student wing of Janta Party, the Yuva Janta in 1978. He was elected member of the Yuva Janta of Uttar Pradesh in 1979. He became the General Secretary of Yuva Janta in 1982. In 1986, he has a ticket from Janta Parrty and won the elections from the Allahabad West legislative Constituency of Uttar Pradesh. He joined BJP in 1986. He became the National Vice-President of the Bhartiya Janta Yuva Morcha the student wing of BJP in 1992. He became the member of 12th Lok Sabha and appointed as the Minister of State in the Ministry of Information and Broadcasting from 1998 to 1999 and also has the additional charge of Parliamentary Affairs. He was elected as the Vice-Chairman for Cultural Resources and Training and Ministry of Culture from 2001 to 2003. He became the national Secretary of BJP in 2000. He was elected to Rajya Sabha in 2002. He became the member of the Committee on Finance from January 2003 to March 2003. He was elected as the member of the Committee on Commerce from 2003 to FEB 2004. He also became the member of the HAJ Committee of India in March 2003. He was appointed as the chairman of Joint Parliament Committee and also the chairman of Committee on Information Technology in 2004. He was elected chairman of Air Chapter Operation Committee and member of the Aligarh Muslim University from July 2004 to 2008. He elected as the member of the Committee on Defence from 2004 to 2006. From 2004 to 2008 he became the member of the Committee for the Ministry of the Communication and Information Technology. He became the member of the Committee on the External Affairs from 2006 to 2008. On July 2010, he was elected to Rajya Sabha. From 2010 onwards he became the member of the Committees on Civil Aviation, Defence, and Petroleum and Natural Gas. From May 2011 he became the member of the Committee on Public Undertaking and also the member of the Aligarh Muslim University in October 2011. From 2012 onwards he became the member of the Committee on Salaries and Allowances of the members of the Parliament. He became the member of the Hindi Salahakar Samiti on 2013 December for Rajya Sabha. He appointed as the Union Minister of State for Parliamentary Affairs and Minority Affairs on 2014 November. He was the MP of Rajya Sabha for Uttar Pradesh till 4 July 2016. He also became the MP of Rajya Sabha for Jharkhand from 8 July 2016 onwards.
As the Writer, he wrote three books- Syah in 1991, Danga in 1998, Vaisali in 2007. He also wrote an article on social and cultural issues. In 1998, he led the Indian Delegation to North Korea. In 1999, he visited UAE as the head of the Joint Parliamentary Delegation. He visited Malaysia in 2002. In 2003, he became the member of the Delegation of the 49th Commonwealth Parliamentary Conference held in Bangladesh. In 2005, he visited Pakistan for SAFMA conference. He visited the USA in 2008, New Zealand in 2012, Bhutan in 2014, Saudi Arabia, Egypt, the Gambia in 2015, Singapore in 2016.
