As Mentioned in the Indian Constitution of Section 26 of The Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 provides that the appropriate Governments and the local authorities shall:
- Ensure that every child with a disability must have access to free education in an appropriate environment till he/she attains the age of eighteen years
- Endeavour to promote the integration of students with disabilities in the normal schools.
The government has launched the Post-Matric Scholarship for students with disabilities under the (Ministry of Social Justice and Empowerment) department of disability affairs to support them to study further in order to prepare themselves to earn their livelihood and find a dignified place for themselves in between society as they generally face several barriers.
The scholarship scheme aims to provide a scholarship to those disabled students who are pursuing post-matriculation diploma/certificates and bachelor’s degree or diploma in India.
Objectives of the scheme
- This scheme was launched to support children with disabilities for their students after they have finished their schooling.
- To improve participation of the students with disabilities after they have completed class 12.
- All graduate & postgraduate courses recognized by UGC will be covered under the Post-Matric Scholarship.
Advantages of the Scholarship program for students
The post-matric grant gives following advantages to debilitating understudies as a money-related help like e.g. grant, remittances and different costs
Amount of Upkeep allowance
- Bachelor’s Degree courses in Medicine, Engineering, Technology, Planning, Architecture, Design, Fashion Technology: INR. 1200 for a hosteller and INR. 550 for a day for scholars
- Proficient courses prompting Degree, Diploma, Certificate in zones like Pharmacy (B Pharma), LLB, BFS, other Para-medicinal branches like Rehabilitation, Diagnostics and so forth. INR. 820 for a hosteller and INR. 530 for a day a scholar
- All other courses leading to a graduate degree e.g. BA/B SC/B Com etc.: 570 for a hosteller and INR. 300 for each day for a professional
- All post-registration level non-degree courses for which entrance capability is High School (class tenth) e.g. senior optional authentication (class 11thand twelfth) both general and professional stream, ITI courses, 3-year Diploma courses in Polytechnics, and so forth. 380 for a hosteller and INR.
Additional Allowances depending on disabilities of the student
- Blind students would be granted a readers allowance of INR. 240 every month
- Companion allowance INR. 160 every month for severally crippled understudies
- Coaching Allowance: INR.240/ – every month towards additional training to rationally impeded and rationally sick candidates
- Special Allowance: INR.160/- per month is admissible to any employee of the hostel willing to extend help to a severely orthopedically handicapped student residing in hostel of an educational institution, who may need the assistance of a helper
- The students pursuing such courses are also eligible for an annual allowance of INR.1200/- for essential/prescribed books, besides reimbursement of course fees
- Study tour charges up to a maximum of INR.1600/- per annum
Implementation of the scheme
The Post-Matric Scholarship Program for Students with Disabilities are Central Sector Schemes and will be implemented directly by the Department of Empowerment of Persons with Disabilities through the National Scholarship Portal (NSP) and the scholarship amount will be disbursed through PFMS portal directly to the beneficiaries.
The required eligibility is as follows
- The grants are interested in nationals of India
- Understudy must have over 40% handicap (Certified by skilled medicinal expert of the state governments/UT)

Application procedure
- The scholarship scheme will be advertised through media or website or newspaper
- The applicants should submit their application through the online system within the last date prescribed for receipt of applications
- The candidates after filling up the application online shall submit a print out of the application to the institute/college in which he/she is studying
- Final selection will be done by the department of disability affairs based on the recommendations of the state education department
