Mission Shakti Empowering Women through SHG

Empowering women is one of the key points the government of Odisha has its focus on while considering state development. The scheme enables such women to have an independent employment and income that has been accorded the highest priority. It has also been recognised that women will be better-placed to overcome the negative social pressures and gender biases operating against them and to set free themselves through group identity and activity. In order to promote Women’s Self-Help Groups (WSHGs), women’s empowerment and women’s development can be achieved.


Objective of the scheme

Mission Shakti in Odisha has evolved to help construct a society which is self-reliant, conscious of socio-economic issues, where there is a spirit of cooperation, where women are appropriately skilled to undertake their choice of activities without hindrances or dependence, where there is leadership development while maintaining gender equity and above all, where each has a respect for the values of others and each strives for the good of the greater society.

  • Mission leads to develop quality SHGs in the State
  • Will provide institutional capacity building support to strengthen the SHG movement in the State
  • Strengthen the quality of the existing SHGs in Odisha
  • Expansion of the self-help movement in Odisha
  • Identify agencies in each area/region as the nodal agency responsible for the overall SHG strengthening process and ensure accountability of desirable results to the self-help mission

Implementation of Mission Shakti Empowering Women through SHG

  1. The scheme is being implemented through the following procedural measures
  2. Gram Panchayat Level Federation (GPLF)
  3. Block Level Federation (BLF)
  4. District Level Federation (DLF)
  5. The programme works in convergence with various departments of the State Government, namely, Panchayat Raj, Rural Development, Industries, Agriculture, Animal Husbandry and Fishery, Health and Family Welfare, School and Mass Education, and State Employment Mission
