MGNREGA-Mahatma Gandhi National Rural Employment Guarantee Act 2005
NREGA 2005 is a job card introduced by Government of India. This act was later renamed to MAHATMA GANDHI NATIONAL RURAL EMPLOYMENT GUARANTEE ACT 2005. The main aim of this act is providing employment to the rural communities and laborers in India. This scheme is concerned with the social security scheme for the labors.
Under this act, the employment is provided to all the youth people below poverty line. This act was passed as an Indian Labour Law. The wage employment is applicable to the volunteers for unskilled manual labor. This scheme was implemented on a large scale. On 2nd Feb 2006, it was implemented in 200 districts across India. After that more and more districts were covered across the country. In the world development report 2014, It was mentioned as the best and excellent example by the world bank.
Under this scheme, every youth citizen of India gets employed after 15 days of registration. After the process of registration, the worker is eligible for the unemployment allowance given by the government under this act. The volunteer was nominated to implement for MGNERAGA by GRAM PANCHAYAT. The minimum wage of Rs. 100 per day was given to the labor. In accordance with state labor employment convention, the wages were revised by the government. The minimum wages are decided by State Government. Except for Jammu & Kashmir, the MGNERGA is effective in all states of India.
The main aim of this scheme is to provide the 100 days of guaranteed employment to the worker so that they can sustain themselves. To provide the source of livelihood to the population of the economically weaker section. To establish the Panchayati Raj across India is another main target of this scheme.The aim of this scheme is to increase the condition of the socially needed communities such as SC/ST and also for women’s.
The Rules or Regulations for the Gram Panchayat for the functioning – verifying and receiving the application for an employment, exhalation of job card, household registration, the decision of planning, executing, identifying projects are based on Gram Sabha. Maintenance of records and accounts, annual report and achievements prepared, making of audits and planning, arrange Rojgar Diwas every month, the monthly report sent to the PROGRAMME OFFICER, to form a labor group etc. are the main function or duties of GRAM SABHA.
The process of MGNERGA CARD and employment are- the application process. If the volunteer wants to apply for the registration, they directly contact the local Gram panchayat. the application will verify by GRAM PANCHAYAT. The basis of local domicile, an adult member apply for the registration. It is not restricted to the families of Below poverty line.
The MGNERGA CARD issued by Gram Panchayat. It will be issued within 15 days of registration. This job card will carry a registration number. In this card, the number of voter ID Card should be entered. The vital data must have entered in the JOB CARD. To carry this card has to be a responsibility of the registered household.
The volunteer must have the Aadhaar Card to take the benefits of MGNERGA CARD. Aadhaar card is mandatory for the availing the benefits of JOB CARD.
