The government of Kerala began an insurance scheme for over 2.5 million migrant laborers, who are mostly from West Bengal, Bihar and other Northeast states who work in the state.
According to a survey conducted in 2013, there were about 2.5 million migrant laborers in the state of Kerala. At present, the number of laborers working in the state of Kerala about 10% of them has a criminal record in their home states. The proposed insurance scheme in aimed at getting proper information and registration of these laborers since the state does not have any proper registration program.

- Under this Insurance scheme, the state government registers all migrant workers for this insurance scheme and provide them safety and security. In the survey of 2013, estimated more than 2.5 million Laborers are working in Kerala state from various part of the country.
